- West Bengal domicile youth aged 15–45
- Minimum Class 8 pass for most trades (varies by course)
- Unemployed or seeking better employment
- School/college dropouts looking for vocational options
- Women and SC/ST candidates encouraged to apply
Who Cannot Apply
- Non-WB domicile applicants
- Persons already in full-time salaried employment (for most courses)
- Applicants below 15 years of age
Benefits
- Free skill training across 50+ vocational trades
- Short-term courses ranging from 3 to 12 months
- Training conducted at empaneled training centres across WB
- Placement assistance on course completion
- Course completion certificate recognised by PBSSD

How to Apply
Online
- Visit pbssd.gov.in
- Click on 'Utkarsh Bangla' scheme and browse available trades and training centres
- Register with Aadhaar and personal details
- Select preferred trade and nearest training centre
- Submit application and await confirmation from the training centre
Offline / CSC
- Visit your nearest PBSSD-empaneled training centre
- Carry original documents (Aadhaar, educational certificates, age proof)
- Fill the enrolment form at the centre
- Training is free of cost; do not pay any fee
Frequently Asked Questions
